The US Department of Justice is almost six months into what is expected to be a year-long Civil Rights investigation of the Georgia Department of Corrections. From the start, understaffing at the state’s prisons has been looked at as a possible symptom of a greater dysfunction. But just how understaffed are Georgia’s correctional facilities? And when did problems start to arise?
