Kemp's State of the State: tax cuts, $2,000 for employees

Georgia’s governor is dipping into the state’s coffers. Brian Kemp announced several expenditures during his state of the state address on Thursday.

For the first time in state history, Georgia students will have access to funding from need-based scholarships. The University of System of Georgia’s DREAMS scholarship program is receiving a multi-million-dollar endowment.

"Therefore, my amended budget proposal invests 325 million dollars in the University System of Georgia’s DREAMS Scholarship program -- the first need-based scholarship of its kind in Georgia history," Kemp said.

"In future years this one-time endowment will create opportunities for generational economic advancement for thousands of students, and down the road it will allow them to complete college and begin meaningful careers without the burden of crippling debt."

Kemp is once again offering a one-time rebate for taxpayers, providing up to $250 for single filers and $500 for married couples.
State employee salaries are getting a boost through a $2,000 one-time bonus.

"But we also know that one-time relief is a short-term solution that recognizes the state has collected more of your tax dollars than it needs to fund our priorities and save for whatever the future may bring."

Additionally, law enforcement personnel will see an enhanced retirement plan including a higher match from the state for their 401K plans.

He ended the speech by letting those listening know he’s still actively leading the state and has veto power.

"And for those who may think I’m a lame duck, well, I still have a big red pen."

According to Kemp, state’s rainy-day fund and strategic reserves will stand at over 10 billion dollars.
